Fernando Morán Calvo-Sotelo

Born in Madrid on 12 December 1955, he holds a Law degree from the Complutense University of Madrid, as well as the Certificat de Hautes Études Européennes from the College of Europe in Bruges and the Certificate of Advanced International Studies from the Diplomatic School of Spain.

He entered the Spanish Diplomatic Service through competitive examination in May 1981. He has served as Deputy Chief of Mission at the Spanish Embassies in Kuwait, Santo Domingo, Rabat, Tel Aviv, and Bern, and as Consul General of Spain in Nador, Morocco.

He has served as Ambassador of Spain to the Democratic Republic of the Congo, with concurrent accreditation to the Republic of the Congo; as Ambassador to Senegal, with concurrent accreditation to Cape Verde, The Gambia, Guinea-Bissau, Guinea-Conakry, and Sierra Leone, resident in Dakar; and as Ambassador to Côte d’Ivoire, with concurrent accreditation to Burkina Faso, Liberia, and Sierra Leone, resident in Abidjan. From September 2018 to December 2025, he served as Ambassador of Spain to Algeria.

Within the Ministry, he has held various positions including Chief of Staff to the Secretary of State for International Cooperation and Ibero-America, Ambassador-at-Large for African international organizations, Special Envoy for the Campo de Gibraltar, and Director of the Crisis Unit.

He has also served as Africa Advisor/Consultant to the Board of Directors of Técnicas Reunidas Group, and as Secretary General of the Spain-Africa Foundation.
