Professor of Public International Law at the University of Oviedo, she has held significant positions in both national and international institutions. She served as an ad hoc Judge at the European Court of Human Rights (2010–2012) and as legal adviser to the Kingdom of Spain before the International Court of Justice in the case concerning thei ndependence of Kosovo (2010). Additionally, she has advised the Ministry of Foreign Affairs on international legislation and was a board member of the Bank of Spain (2018–2020). Since 2020, she has been a Permanent Member of the Council ofState.
She is a member of prestigious academies and scientific associations, such as the Institut de Droit International, the Royal Asturian Academy of Jurisprudence, and the Scientific Council of the Elcano Royal Institute. She also belongs to the Spanish Association of Professor sof International Law and theSpanish Association for the Study o fEuropean Law (AEDEUR).
Her research focuses on Public International Law and European Union Law, with numerous publications by leading academic publishers. Among her notable works is Sistema de Derecho Internacional Público (7th ed., 2023), along with studies on the interaction between treaties and custom, judicial independence in the EU, and the impact of economic sanctions on th eSpanish legal system.
She has analyzed globally relevant issues such as Brexit, the pandemic and multilateralism, th ewar in Ukraine, and the rule o flaw in the EU. Her academic and profesional trajectory places her among the most influential legal scholars in the field of International Law.
