Born in Madrid in 1945, he is a Spanish economist and politician. He holds a degree inEconomics at the Universidad Complutense of Madrid. Civil servantof the Senior Corps of Civil Administrators of the State, working as atax inspector. Joined the PSOE in 1976, but two years earlier he coincided with Ernest Lluch and Enrique Barón in the Federation of Socialist Parties.He was Sub-Inspector of Financial Policy and between 1983 and 1986he chaired the Instituto de Crédito Oficial (ICO). He also served as Minister of Health and Consumer Affairs from 1986 to 1991.

Also under the presidency of Felipe González Márquez, from 1991 to 1995, he was Minister of Defence, where he reformed military service, with the reduction to nine months and proposed the territorial reorganisation of our Armed Forces(Plan NORTE), something that was urgently needed for themodernisation of the armies and their integration into European military organisations.

In December 1995, he was European Union Special Envoy to Bosnia and Herzegovinafor the supervision of the Dayton Peace Accords until April 1996.He holds the Grand Cross of Military Merit of Spain, the Cross of the Civil Guard,the Grand Cross of Aeronautical Merit, the Grand Cross of Merit of the Federal Republic of Germany and other decorations. He is currently counsellor of private companies. He is vice-president of the Confederationof Foundations and former president of the Spanish Atlantic Association. He has beenPresident of TEDAE (Spanish Association of Defence, Aeronautics and Space Technology Companies).

In addition to INCIPE, he is a Trustee of the Spanish Foundation of the Weizmann Institute of Israel.
