{"id":5642,"date":"2018-05-04T14:37:32","date_gmt":"2018-05-04T12:37:32","guid":{"rendered":"http:\/\/www.incipe.org\/?p=5642"},"modified":"2018-05-04T14:37:32","modified_gmt":"2018-05-04T12:37:32","slug":"hambre-clima-y-conflicto-los-origenes-de-las-migraciones","status":"publish","type":"post","link":"https:\/\/fundacionincipe.com\/index.php\/2018\/05\/04\/hambre-clima-y-conflicto-los-origenes-de-las-migraciones\/","title":{"rendered":"Hambre, clima y conflicto: los or\u00edgenes de las migraciones"},"content":{"rendered":"<p><!--:es--><strong>El pasado 4 de mayo INCIPE organiz\u00f3 el Desayuno de Trabajo <em>Hambre, clima y conflicto: los or\u00edgenes de las migraciones<\/em> que corri\u00f3 a cargo de Jennifer Nyberg, Jefa de la Oficina de Madrid del Programa Mundial de Alimentos (PMA).<br \/>\n<\/strong><\/p>\n<p>El Programa Mundial de Alimentos (WFP, por sus siglas en ingl\u00e9s) es la mayor agencia humanitaria en la lucha contra el hambre. El PMA proporciona un \u201ctriple nexo\u201d de respuestas a trav\u00e9s de tres \u00e1reas: respuestas humanitarias ante emergencias, asistencia al desarrollo y acci\u00f3n para la paz. Su labor se hace especialmente importante si recordamos que u<strong>na de cada nueve personas en el mundo pasa hambre, la mayor\u00eda de ellas en \u00c1frica<\/strong>. A lo largo del encuentro se destac\u00f3 la <strong>retroalimentaci\u00f3n entre conflicto y hambre<\/strong>, dos fen\u00f3menos que son, simult\u00e1neamente, causa y consecuencia de las migraciones forzadas. Asimismo, se constat\u00f3 que <strong>el hambre aumenta en el mundo por primera vez en una d\u00e9cada, alcanzando a 815 millones de personas (un 11% de la poblaci\u00f3n mundial)<\/strong>, la mayor\u00eda de las cuales se sit\u00faan en \u00c1frica y Asia. As\u00ed, Siria, Yemen, Irak, Sud\u00e1n del Sur y los pa\u00edses del Sahel son los puntos m\u00e1s calientes del planeta en lo que a hambre se refiere. Para paliar las hambrunas y la desnutrici\u00f3n en estas regiones, el Programa Mundial de Alimentos dispone de 500 oficinas subregionales y 14.000 trabajadores, as\u00ed como de dos centros especializados en nutrici\u00f3n e innovaci\u00f3n y una importante base log\u00edstica en Las Palmas de Gran Canaria. <\/p>\n<p>Seg\u00fan los datos del PMA, atienden a 80 millones de personas al d\u00eda y desarrollan 75.000 programas de atenci\u00f3n alimentaria escolar, en los que participan m\u00e1s de 16 millones de ni\u00f1os. Para ello cuentan con un presupuesto de 27.000 millones de d\u00f3lares (7.000 de los cuales provienen de donaciones de particulares). A lo largo del desayuno se explicaron tambi\u00e9n los<strong> motivos que impulsan los \u00e9xodos: subnutrici\u00f3n, bajo crecimiento econ\u00f3mico y la existencia de una di\u00e1spora previa<\/strong>. Tambi\u00e9n se puso de relieve que la mayor\u00eda de los migrantes no cambian de continente en su periplo, sino que buscan oportunidades dentro de otros pa\u00edses africanos o asi\u00e1ticos. <\/p>\n<p>Durante el encuentro, se hizo asimismo hincapi\u00e9 en los problemas que plantear\u00e1 la <strong>regi\u00f3n del Gran Sahel<\/strong> (los pa\u00edses comprendidos entre Mauritania y Somalia) en los pr\u00f3ximos meses. Y es que en estos territorios habitan 500 millones de personas, gran parte de los cuales est\u00e1n en una situaci\u00f3n de extrema vulnerabilidad provocada por las escasas lluvias que han arruinado las cosechas. As\u00ed, el PMA prev\u00e9 que <strong>cinco millones de personas requerir\u00e1n ayuda alimentaria en los pr\u00f3ximos cuatro a\u00f1os<\/strong>, agravando la situaci\u00f3n de inseguridad alimentaria y provocando nuevas migraciones. <\/p>\n<p>Para evitar que situaciones de este estilo se repitan, desde el Programa Mundial de Alimentos plantean soluciones que atacan la ra\u00edz del problema y que se dividen en cinco grandes grupos. The WFP responds to humanitarian emergencies, provided assistance to development, and promotes the peaceful resolution of conflicts. WFP\u2019s is especially relevant if we consider that <strong>one in nine people is starving and that most of starvation happens in Africa<\/strong>. The meeting emphasized the <strong>mutually reinforcing relationship between conflict and hunger<\/strong>, which are cause and consequence of forced migrations. It was also highlighted the fact that <strong>hunger in the world has grown for the first time in a decade affecting 815 million people (11% of the world population)<\/strong>, most of whom are in Africa and Asia. Syria, Yemen, Iraq, South Sudan, and the Sahel countries are the worst touched by starvation. In order to alleviate famines and undernourishment, the WFP counts with 500 subregional offices, 14 000 workers, centers specialized in nutrition and innovation, and an important logistics base in Las Palmas de Gran Canaria.<\/p>\n<p>According to their own records, the WFP takes care of 80 million people a day, and they have developed 75 000 school lunch programs involving a total of more than 16 million children. The WFP has an annual budget of 27 billion USD (7 billion of which coming from private donations) to finance its activities. The meeting exposed the <strong>motives driving migrations: undernourishment, low economic growth, and the existence of an existing diaspora in the host country<\/strong>. It was also explained during the breakfast that most migrants do not leave their continent in their journey and search opportunities in other African or Asian countries.<\/p>\n<p>As stressed during the gathering, the main problem stemming from the Sahel region in the next months is that a large part of its 500 million inhabitants is in an extremely vulnerable situation after the low rainfall ruined this year\u2019s crops.
