She is Chair in Public International Law at the National Distance Education University (UNED) where she is currently the Director of the Department of Public International Law. She is member of the Scientific Council of the Elcano Royal Institute on International and Strategic Studies. Since 2011 she is member of the United Nations International Law Commission. Concepci\u00f3n Escobar has been the holder of a \u201cJean Monnet\u201d Chair in Law of the European Union by University of Cantabria (1996-2002) and of the National Distance Education University (European Commission) (from 2004 until now). She has been General Secretary in Human Rights Institute of Complutense University of Madrid (1990-1992). She was Dean of the Faculty of Law of UNED (2002-2004). Between 2004 and 2012 she was Chief of the Legal Affairs Division of the Ministry of Foreign Affairs and Cooperation. She has been member of Spanish Commission for Humanitarian Law (2008- 2012).
