With a degree in Law from the Universidad Complutense of Madrid, Ramón de Miguel joined the diplomatic career in 1973 and was part of the negotiating team for Spain’s accession to the European Communities. In 1986, coinciding with Spain’s accession, he joined the Commission, where he was Head of Cabinet of two Spanish Commissioners (Abel Matutes and Marcelino Oreja) and EU Director General for Energy. In the first legislature of José María Aznar he was Secretary of State for Foreign Policy and for the European Union, and in the second, Secretary of State for European Affairs. Between 2004 and 2014, he served as President of the European Bioethanol Fuel Association-eBIO and was a member of the Board of Abengoa Bioenergy and of the Advisory Boards of Climate Change Capital, Indra, Scottish Power and ATKearney. He was also a Director of Transatlantic Holdings
and Special Advisor to the Richardson Center for Global Engagement in Washington, DC. He has served as Chairman of Iberdrola Ingeniería y Construcción, a of Iberdrola.
