Born on 1 July 1954, Manuel María Valencia holds a degree in Lawand entered the Diplomatic Corps in 1979, and was Cultural Counsellor at the Spanish Embassy in Rabat, Director of General Affairs of the Protocol, Chancellery and Orders. He held the position of Head Director of the International Organisations Section of the Sub-Directorate-General for Economic Cooperation and Development of the Sub-Directorate General for Multilateral Economic Relations and Director of Economic Relations with Eastern Europe, Asia and Oceania, among others. In 1986 he was appointed Deputy Director General for Bilateral Economic Relations with European Countries and European Free Trade Zones and, subsequently, Head Commercial Counsellor of the Commercial Office of the Spanish Embassy in the Netherlands, and Deputy Director General for Bilateral Economic Relations. Other positions include member of the Board of Directors of CONSTRUCCIONES AERONÁUTICAS, S.A. (C.A.S.A.) (1996-2000), member of the Board of Directors of IBERPISTAS,
S.A. (ABERTIS group) (2000-2011), Vice-President of the Spanish Exporters and Investors Club (2005-2013), and member of the Advisory Board of ACE INTERNATIONAL CONSULTANTS (2011- 2013). He was Vice-President of Técnicas Reunidas International until his appointment as Spanish Ambassador to China from 2013 to 2017. In 2018, he returned to the position of Vice- President.
