Vicente Garrido Rebolledo has served as Director of the INCIPE Foundation since 2002. He is Full Professor of Public International Law and International Relations at King Juan Carlos University in Madrid. He holds a doctorate in Political Science and Sociology (specialisation in International Studies) from the Complutense University of Madrid, and a Diploma in Advanced International Studies from the Sociedad de Estudios Internacionales (SEI).
Since 2022, he has served as Vice-President of the Spanish Association of Professors of International Law and International Relations (AEPDIRI). He also directs the “Francisco Villamartín” Chair in Defence Studies, a joint initiative of King Juan Carlos University and the Ministry of Defence–CESEDEN. Since 2021, he has been a member of the Advisory Committee on Education and Outreach of the Organisation for the Prohibition of Chemical Weapons (OPCW), based in The Hague.
He has served as Senior Scientific Adviser to the Directorate-General for Non-Proliferation and Disarmament of the Ministry of Foreign Affairs, European Union and Cooperation since 2009.
He also represents think tanks and strategic analysis centres on national and international security matters before the National Security Culture Forum, established by Council of Ministers agreement on 31 May 2022.
His research specialisation encompasses security and defence, with a particular focus on the non-proliferation of weapons of mass destruction, disarmament, and arms control. He has an extensive publication record comprising more than 200 articles and some twenty books as author and/or editor, in both English and Spanish. He has delivered over 300 lectures across approximately twenty countries and has directed around sixty specialised courses and seminars on international affairs.
From 2014 to 2017, he served as a member of the Advisory Board on Disarmament Matters of United Nations Secretaries-General Ban Ki-moon and António Guterres, as well as of the Board of Trustees of the United Nations Institute for Disarmament Research (UNIDIR). He has served as a management consultant to the Directorate-General for Non-Proliferation and Disarmament of the Ministry of Foreign Affairs and Cooperation. He is a member of the Scientific Committee (2014–2022) and, since 2022, of the Advisory Committee of the Elcano Royal Institute for International and Strategic Studies. He has also served on the jury of the Defence Awards granted by the Ministry of Defence from 2004 to 2010 and again in 2020.
He is the recipient of the Honour Medal of the San Pablo-CEU University Foundation, the Gold Badge of the Complutense University of Madrid, the Gold Medal of the European Promotion Foundation, a Naval Merit Cross with White Distinction, and an Aeronautical Merit Cross with White Distinction.
