Concepción Escobar Hernández holds a PhD in Law from the Universidad Complutense of Madrid (1987). Since 2001 she has been Professor of International Public Law at the Universidad Nacional de Educación a Distancia (UNED) where she is currently Director of the
Department of Public International Law. She is a member of the Scientific Council of the Real Instituto Elcano for International and Strategic Studies. She has been a member of the International Law Commission of the United Nations since 2011. She has held a “Jean Monnet” Chair in European Union Law at the University of Cantabria (1996-2002) and at the UNED (European Commission) (from 2004 to present). She has been Secretary General of the Institute of Human Rights of the Universidad Complutense of Madrid (1990-1992). She has been Dean of the Faculty of Law at the Universidad Nacional de Educación a Distancia (2002-2004). She has held the position of Director of the International Legal Department of the Ministry of Foreign Affairs and Cooperation from 2004 to 2012. She has also been a member of the Spanish Commission on International Humanitarian Law (2008-2012). At 2014, she was second vice-president of the UN International Law Commission, and in 2016 she was re-elected by the UN General Assembly as a member of the International Law Commission for the five-year term 2017-2021.
